In 1986, then Lt. Governor Steve Beshear chaired the Kentucky Tomorrow Commission that produced the government report at left.
The Government Committee was one of 15 committees that studied the issues facing Kentucky. The committees ranged from criminal justice to ethics and values to economic development and transportation.
- The Commission followed five principles:

2. Planning & Policy Development
3. Diversification & Innovation
4. The Creation of a Learning Society
5. The Pursuit of Equity and Social Justice
