Flooding continues to plague West Kentucky. Smithland, the county seat of Livingston County has been evacuated. Marshall County had 26 flooded roads on Monday. Carlisle County continues to have flooded roads near Cunningham. Wickliffe had mandatory evacuations of some neighborhoods. The bridge and road to Cairo IL from Wickliffe is closed. Moscow, KY was inundated and evacuated.
Workers in the region find their commutes involve hours of backtracking, using alternate routes and checking road conditions with the Kentucky State Police, facebook and local media sites. Roads that were open on Sunday closed after a night of rain. Commuters in West Kentucky have no mass transit. There is little to no car pooling. Each rural and small town driver are pretty much on their own to get to work.
This week, a legal battle erupted among three states in federal court. Missouri opposed the Army Corps of Engineers plan to blow up a levee. Attorneys General Lisa Madigan of Illinois and Jack Conway of Kentucky argued for the demolition. A federal judge agreed with Illinois and Kentucky.
Last night, the Corps detonated explosives that were heard and felt miles from the detonation point. Blowing the levee at Birds Point on the Missouri side of the Mississippi River did take pressure off Cairo Illinois and Hickman, Kentucky. Cairo was in danger of disappearing into the rivers that border it. Mississippi River water now covers thousands of acres of farm lands.
Governor Beshear was back in Paducah and Hickman on Tuesday assessing the situation. He's already appealed to the Obama administration for assistance. Senators McConnell and Paul are supporting his request, as is Rep. Ed Whitfield of the First District.
